Review of the Charter for the Protection of Children and Young People

What is the Charter for the Protection of Children and Young People?

The Charter is a comprehensive set of procedures established by the USCCB in June, 2002 to address allegations of sexual abuse of minors by Catholic clergy. The Charter also includes guidelines for reconciliation, healing, accountability, and prevention of future acts of abuse.

What does the Charter include?

The Charter directs action in the following areas:

  • Creating a safe environment for children and young people

  • Healing and reconciliation for victims and survivors

  • Prompt and effective response to allegations

  • Cooperation with civil authorities

  • Disciplining offenders

  • Providing a means of accountability for the future to ensure that allegations of abuse continue to be effectively addressed through a national Office of Child and Youth Protection and a National Review Board
Why is the Charter so important?

The Charter provides a framework of response for all bishops and eparchs in the United States as to how to appropriately respond to allegations of abuse, how to provide for healing and reconciliation for persons who have been abused, to prevent abuse in the future, and a way in which Church officials are accountable for these actions.

Why is the Charter being reviewed?

The Charter states that it is to be reviewed two years following its adoption in June, 2002. The process of review is underway now.

How is the Charter being reviewed?

All Bishops and eparchs of the United States are consulting with others who have an interest in the Charter or who have a particular expertise in one of the areas of the Charter (i.e., social workers, educators).

Can anyone provide input regarding the Charter?

Yes - anyone who would like to provide comments or suggestions regarding the Charter may do so.

How do I submit my suggestions regarding the Charter?

Individuals or groups may submit suggestions regarding the Charter in one of two ways:

  1. Write to the Office of Child and Youth Protection, 3211 Fourth NE, Washington, DC 20017; or

  2. E-mail the Office of Child and Youth Protection at ocyp@usccb.org.

What will happen with the suggestions received?

Suggestions will be provided to the Ad Hoc Committee on Sexual Abuse and the National Review Board to assist them in their review of the Charter.

Is there are deadline for submitting suggestions?

Suggestions and comments pertaining to the Charter must be received no later than January 15, 2005.

Can I provide my suggestions regarding the Charter to my local bishop?

Yes, you can convey your suggestions to your local bishop. Check the diocesan website or telephone directory for contact information.

Is there any special format I should use to submit my suggestions?

Your suggestions will be more easily understood if you indicate the related section of the Charter.

What are the sections of the Charter?

The Charter consists of four sections:

  1. Healing and Reconciliation

  2. Providing an Effective Response to Allegations

  3. Accountability

  4. Protecting the Faithful in the Future

When will a revised Charter be finalized?

A revised Charter is expected to be completed by mid-2005.
