Building a Land of Opportunity: Four Bands Community Fund by Rhina Guidos
This issue highlights the work of Four Bands Community Fund, a community development financial institution serving the Cheyenne River Indian Reservation in South Dakota. With support from CCHD, Four Bands helps Indigenous entrepreneurs overcome longstanding economic barriers and build local businesses that strengthen their community.
This issue demonstrates how Four Bands Community Fund is helping Indigenous residents overcome structural barriers to economic opportunity through entrepreneurship, financial education, and community investment. By supporting local leadership and business development, CCHD aims to promote human dignity, self-sufficiency, and long-term prosperity on the Cheyenne River Reservation.
The Cheyenne River Reservation is geographically isolated, forcing many residents to travel 100–180 miles to access supermarkets, retailers, and other basic services. Four Bands Community Fund works to expand local economic opportunities by providing:
- Small-business loans
- Credit repair services
- Entrepreneurial training
- Business incubation space for new ventures
CCHD funding helped establish six commercial spaces where entrepreneurs can test business ideas with lower financial risk. Much of the reservation land is held in trust by the federal government, creating legal and financial obstacles for residents seeking traditional bank loans. Because trust land generally cannot be used as collateral, many aspiring business owners struggle to secure financing from mainstream financial institutions. Four Bands addresses this gap by offering community-based financial products tailored to local needs.
CCHD and Four Bands emphasize that economic development is not only about jobs and services but also about restoring human dignity, self-determination, and community participation. Leaders stress the importance of helping Indigenous communities create their own opportunities and shape their own future.
