Dear Mr. Shlaudeman:
You are doubtless aware that renewed concern has recently been expressed about the continued detention in Uruguay of Gen. Liber Seregni.
Having been arrested in 1973 and released later in 1975 he was again arrested on January 11 of this year. At that time we expressed our hope that this former presidential candidate against whom specific charges have yet to be brought would soon be set free once again.
Nearly a year has passed and Gen. Seregni continues in prison. I urge the Department of State to exercise its maximum influence with the Uruguayan authorities to seek his prompt and safe release.
