Missionary Disciples Going Forth With Joy: National Pastoral Plan for Hispanic/Latino Ministry PDF (English) 

This document is the U.S. Catholic bishops’ ten-year pastoral plan (2023–2033) for Hispanic/Latino ministry. It builds on the V National Encuentro and other synodal consultations, recognizing Hispanic/Latino Catholics as a major blessing and vital force in the Church in the United States.

The plan envisions Hispanic/Latino Catholics not merely as recipients of ministry but as co-responsible leaders and missionary disciples whose faith, culture, and gifts are essential to the future of the Catholic Church in the United States. It calls the entire Church to evangelization, accompaniment, intercultural inclusion, social justice, and synodal collaboration over the next decade.

Core Vision

The plan calls for a Church that: 

  • Reflects the lived reality of Hispanic/Latino people.
  • Forms missionary disciples who evangelize with joy.
  • Walks together in synodality, solidarity, and shared responsibility.
  • Promotes justice, mercy, and inclusion.
  • Acts as a leaven for the Kingdom of God in society.

Its overarching goal is to foster encounters with Christ through:

  • Reaching those on the margins.
  • Creating a culture of encounter.
  • Accompanying people in faith.
  • Promoting justice and mercy.
  • Forming people through Scripture and the Eucharist.
  • Sending disciples into the world in mission

4. Ecclesial integration and inclusion

5. A synodal and missionary Church
