Statement by the Burundi Bishops' Conference on Elections, March 6, 2015

The Catholic Bishops of Burundi call on citizens to protect the fragile peace achieved after years of conflict and to reject rumors, manipulation, and intimidation surrounding the 2015 elections. They acknowledge improvements in security and voter registration but express deep concern over widespread fear caused by conflicting interpretations of the Constitution—particularly regarding whether the incumbent president may seek another term.

The bishops firmly remind the nation that the Church is politically neutral and must not be used for partisan purposes. Its mission is to uphold core values rooted in the Gospel: respect for the human person, truth, justice, love, and peace.

Responding to the term-limit controversy, the bishops insist that the Constitution must be interpreted according to the spirit of the Arusha Peace Accords, which were designed to foster peace and reconciliation. Based on these principles, they clearly state that no president should serve more than two five-year terms, and they reaffirm their earlier opposition to constitutional changes that would alter these limits.

They urge political leaders to commit to a genuine democratic process characterized by peaceful, timely, and fair elections, and to avoid misinterpreting the Constitution for personal gain. At a moment of national tension, they call on leaders and citizens alike to reject violence and vengeance and to work for unity and peace.

The bishops emphasize that voters are free to choose candidates according to their conscience, informed by prayer, not pressure. They encourage the faithful to resist intimidation, uphold peace, and participate responsibly in the electoral process.

The letter concludes by inviting all people to use the season of Lent as a time for spiritual renewal and conversion, entrusting the country to the intercession of the Virgin Mary and Saint Joseph.
