The USCCB acknowledges the importance of protecting religious liberty and human dignity but expresses strong opposition to the Fairness for All Act (FFA). They argue that the bill would embed “gender ideology” into federal law and inadequately protect religious institutions, ultimately undermining the common good and the Church’s mission.

Key Concerns:

  1. Establishing "Gender Ideology" in Federal Law
    • The bishops object to the bill’s reliance on “gender identity” as a protected category, arguing it dismisses biological sexual difference and weakens the foundation of marriage and family.
    • They cite Pope Francis and Pope Benedict XVI in affirming the value of sexual difference.
  2. Insufficient Religious Freedom Protections
  • Although the legislation includes some religious exemptions, the bishops argue these are too narrow and would still expose Catholic ministries to liability or compromise.

The USCCB appreciates the effort to protect religious freedom but concludes that the means—affirming gender identity in federal law—are unacceptable. They argue the bill would harm religious institutions and the broader anthropological foundations of family life. The bishops urge Rep. Stewart to reconsider and continue dialogue toward solutions that truly safeguard both human dignity and religious liberty.
