Texas Refugee School Impact
A Program of Children's Services
Who We Are
The Texas Refugee School Impact (TX-RSI) program works within the Office of Migration and Refugee Services (MRS) at the United States Conference of Catholic Bishops (USCCB). Since 2017, USCCB has operated as the Texas State Replacement Designee for the Office of Refugee Resettlement (ORR). The TX-RSI team provides facilitation and support of the RSI federal grants, aiding in the development and implementation of services designed to help refugee children and their families achieve success in American public school systems throughout the state of Texas.
What We Do
The goal of our program is to improve school performance outcomes for refugee students and support the transition and integration of refugee children into public school systems in Texas.

Our Clients
Children who have arrived in the United States within 5 years and have one of the following statuses:
- Refugees
- Asylees
- Cuban and Haitian Entrants
- Certain Amerasians from Vietnam
- Victims of Severe Forms of Trafficking (and eligible family members)
- Iraqi and Afghan children with a Special Immigrant Visa (SIV)
- Afghan individuals with SI/SQ Parole
- Afghan individuals with Special Immigrant (SI) Conditional Permanent Residence
- Afghan humanitarian parolees (AHP admitted to the U.S. after July 31, 2021)
- Ukrainian humanitarian parolees (paroled by DHS between February 24, 2022, and September 30, 2023)

TX-RSI Key Program Service Areas
- Service Facilitation
- Coordinate between resettlement agencies and schools.
- Provide interpretation and support for children and families with medical and food needs.
- Academic Achievement
- Connect children to tutoring, after-school/summer programs, and other instructional resources.
- Child Welfare and Socioemotional Well-Being
- Provide or connect children to counseling, psychologists, and mentoring programs for social, emotional, and communication needs.
- Parent Involvement
- Offer orientation for refugee parents about the local school system.
- Provide interpretation services and ongoing support.
- Professional Development for School Personnel
- Provide training for school personnel on best practices for serving refugee families.
- Enhance cultural competence in service provision.
